Electricity Supply Industry PerformanceThis report makes recommendations to the ECB regarding the performance monitoring and management of Licensees in Namibia. The ECB’s mandate as contained in the Electricity Act of 2000 is to manage the performance of industry participants (Licensees) in a manner conducive to achieving the Government’s energy policy goals. These goals are expressed formally in the White Paper on Energy Policy of 1998. The energy policy goals as identified by the paper are as follows: • Effective Energy Sector Governance, • Security of Supply, • Social upliftment, • Investment and Growth, • Economic competitiveness and efficiency, and • Sustainability. A performance management system is proposed in this report based on the commonly used structure of key performance areas supported by key performance indicators which can be used to assess the performance of Licensees in relation to identified key performance areas.
