Welcome to the website of the Electricity Control Board

The Electricity Control Board (ECB) is a statutory regulatory authority established in 2000 under the Electricity Act 2 of 2000; which has subsequently been repealed by the Electricity Act, 4 of 2007; the latter Act having expanded the ECB mandate and core responsibilities. The core mandate of the ECB is to exercise control over the electricity supply industry with the main responsibility of regulating electricity generation, transmission, distribution, supply, import and export in Namibia through setting tariffs and issuance of licenses. The ECB executes its statutory functions through the Technical Secretariat headed by the Chief Executive Officer.

Assessment Of Net Metering And Development Of Net Metering Rules

In 2012, the ECB commenced with a project to assess the technical application of net metering and the development of net metering rules for renewable energy technologies in Namibia.

The draft Net Metering Rules are developed and will be discussed with stakeholders at the workshop, see below for details.

Final Workshop: Energy Bill & Electricity Bill

It is common cause that the Electricity Control Board (ECB) will soon be transformed into a multi sectoral Energy Regulator and once transformed it will be regulating electricity, downstream gas including gas pipelines and storage facilities, downstream petroleum pipelines and storage facilities, renewable energy, energy efficiency and conservation. The ECB held its first stakeholder Workshop on 4 December 2012 and the coming workshop will constitute the final stakeholder workshop to solicit inputs into the Bills. Attached hereto are the two Bills for your ease of reference. The ECB herewith cordially invites you to a stakeholder workshop on Tuesday 26 March 2013 at 9h00 at the GZ Function Centre next to ECB, 8 Bismarck Street..
