GENERAL MANAGER: FINANCE & ADMINISTRATION

     

    PURPOSE OF THE JOB

    The GM: Finance & Administration is responsible for: planning, directing and controlling financial, human resources, administrative, and IT functions for the ECB according to organizational policies and procedures and in accordance with relevant legislation set ting the financial strategy of the ECB and ensuring that the long term financial plan is implemented to ensure the adequate consolidation and control of financial resources.  The GM: Finance & Administration reports to the CEO.

    DUTIES & RESPONSIBILITIES

    • Responsible for the planning and formulation of the strategic plan of the Finance & Administration Division.
    • Ensure, in close cooperation with the CEO, that an appropriate financial policy framework is in place to guide the ECB’s financial decision making.
    • Plans, organizes and directs accounting, budgeting, auditing, procuring, investment of funds and revenue administration services.
    • Provides advice to Management Committee on financial matters and the likely financial consequences of all proposed courses of action.
    • Prepare the annual budget and forecasts and other financial statements for review by the CEO and scrutiny by the Board.
    • Lead strategic, financial, human resources and IT planning projects.
    • Lead and manages the organizational transformation project processes.
    • Advises the CEO on major financial issues.
    • Recommends to Management on the best investment for the ECBs funds; in line with the Investment Policy.
    • Oversees the management and coordination of all fiscal reporting activities for the ECB including: organizational revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of organizational and contract budgets.
    • Responsible for the compilation and publication of the annual report
    • Serves as chief financial advisor to the CEO, Board and other Committees.
    • Ensure compliance with Procurement Policy.
    • Plans and manage cash flow and investment activities; in consultation with investment advisers and other relevant sources.
    • Maintains contact with bankers, investment managers, pension fund advisers and auditors.
    • Keeps abreast of financial developments across the energy sector by liaising with senior finance staff in other organizations.
    • Audits and exercises budgetary control over payment of bills, invoices, payroll and all other documents for payment.
    • Directs implementation of accounting systems and procedures.
    • Examines financial statements and reports for presentation to Management Committee and the Board reflecting the financial standing of the ECB.
    • Establishes policies and procedures for investments; conducts fraud related and system related investigations, prepares reports of findings and recommendations to the CEO.
    • Assists in the management of the ECB Office budget, budget formulation, controlling allotments, monitoring expenditures, and preparing revisions according to the needs of ECB.
    • Represents ECB in meetings of the public or other agencies.
    • Manages all levies and license fees received and manage internal control systems of income received.

    REQUIREMENTS

    • Post graduate Degree in Finance/ Accounting or related field from an accredited University / institution of higher learning
    • Certification as Chartered Accountant would be an added advantage
    • Minimum of 10 years professional experience in Finance and Administration of which at least 7 years of experience was at senior management level including two years of experience at a policy determination level.
    • Strong financial background with good organizational and coordination skills.
    • Experience of managing or leading an Information & Communications Technology Department or Division (or a demonstrable aptitude for this work)
    • Demonstrates a multi-cultural leadership and management style that works in cooperation with others who represent multi-cultural interests and needs.
    • Possess excellent writing and presentation skills, and the ability to interact effectively with key policy-makers in Namibia.
