The Electricity Control Board (ECB) is a statutory regulatory authority established in 2000 under the Electricity Act 2 of 2000; which has subsequently been repealed by the Electricity Act, 4 of 2007.
Invitation for Public Inputs for National IPP Policy
In an effort to capture and incorporate all contributions, the ECB would like to invite the general public to provide input into the draft version of the National Policy for Independent Power Producers (IPPs) in Namibia, as part of further consultations. The deadline for inputs is 12 August 2016.

Review of National Energy Policies
The Ministry of Mines & Energy has announced that the process of reviewing the White Paper on Energy Policy of 1998 and drafting of Namibia’s National Energy Policy has commenced. Nampower Tariff Adjustment for the Financial Period 2016/2017
NamPower made an application to the ECB in terms of section 27 of the Electricity Act, (Act 4 of 2007). In its application, NamPower requested for an effective bulk tariff increase of 31.24%. Based on government policies, regulatory rules, principle factors and feedback from stakeholders the ECB Board has approved a 16.71% tariff increase. Effective 01 July 2016.
Appointment of 2015/2019 ECB Board
Mines and Energy Minister Mr. Obeth Kandjoze has appointed the following individuals to serve on the ECB board from 14 December 2015 to 13 December 2019. They are:
Mr. Gotlieb Hinda (Chairperson), Ms. Panduleni Shimutwikeni, Ms. Evangeline Nailenge, Ms. Helene Vosloo and Mr. Albertus Basson.
Net-Metering Rules Gazette
Net Metering is a methodology under which electricity is generated by a customer-generator and delivered to an electricity distribution licensee’s local distribution facilities and may be used to offset electric energy provided by the electricity distribution licensee to the consumer‐generator during an applicable billing period.
All distribution utilities shall offer net metering to customer‐generators subject to these rules and other applicable laws, rules and regulations of Namibia.
